Kagaz means paper in Hindi and Urdu. The claim on this page is meant to be checked, not believed: open your browser's network tab and run any tool; it stays empty. The engines are open source (pdf-lib, pdf.js, JSZip and qpdf compiled to WebAssembly), vendored into this site and served from the same place as the page, so nothing is fetched from a third party while your file is being worked on. Six conversions that genuinely need a server, such as Word to PDF and OCR, are deliberately not here.
